Some believe that use of monitoring systems (and the potential for associated sanctioning for improper conduct) has created a chilling effect among some physicians who may become reluctant to prescribe closely-monitored drugs, and may reduce or alter their prescribing behaviours. Clearly, in order for such monitoring initiatives to provide optimal efficacy, there must be a balance between the treatment of legitimate pain and the reduction of prescription drug abuse.
