My partner and I are both HIV positive. Should we still use protection?

Yes, HIV reinfection or superinfection is a consequence of unprotected sexual encounters between two HIV infected people. It can be very problematic for HIV infected people as differentially mutated strains my cross react which may further prove fatal.
